WCAG.

The Web Content Accessibility Guidelines — the international standard Ontario's accessibility rules point at. Level AA is the usual target.

Why it matters.

The four principles are that content must be perceivable, operable, understandable and robust. In practice, most failures on small business sites come from a short list: text over images with poor contrast, links that say "click here", images with no alt text, forms whose labels are only placeholder text, and menus that cannot be reached by keyboard.

How to check it yourself.

Check the contrast of your body text against its background with any free contrast checker. Light grey on white is the most common failure on small business sites and the easiest to fix.
